Service voucher in dental care

The City of Espoo Oral Health Services will test the use of service vouchers in the Matinkylä area from 3 August 2020 until 31 December 2021.

A service voucher is an alternative to the services that are provided or outsourced by a municipality. The municipality determines the value of a service voucher and chooses the service providers whose services can be paid for by a voucher. The client will have to personally pay the difference between the service provider’s price and the value of the service voucher.

The city may offer a service voucher to Espoo residents who are over 18 years old and if the treatment you need can be covered by the treatments that are available with a service voucher. Service vouchers will be granted to residents within the limits of the funds allocated to the trial. You can use a service voucher at certain designated private dental clinics in the Matinkylä area. You can choose Finnish, Swedish or English as the language in which you will receive service. All the private dental clinics are accessible.

What kind of treatment is available with a service voucher?

In addition to a basic oral examination, the service voucher covers X-rays and the treatment of up to three teeth, including the required anaesthetics. The treatment of a tooth refers to a filling, root canal treatment or extraction. Based on the assessment of your need for treatment, you may also receive preventive treatment or treatment for gum tissue diseases. The service voucher does not cover emergency services, prostheses, occlusal splints, orthodontic treatment or surgeries.

I want a service voucher. What should I do?

  1. Read more about the service voucher to see if it could be a suitable option for you.
  2. Call the customer service of the City of Espoo dental clinics, tel. 09 816 30 300 (Mon–Fri 8:00–16:00). A professional will make an initial assessment of your need for treatment over the phone. You may receive a service voucher if the treatment you need can be covered by the treatments that are available with a service voucher. Your actual need for treatment will be determined by a dentist at the private dental clinic.
  3. You will receive your service voucher number via text message or by post to your home address.

If you decide to use the dental care service voucher that was offered to you, do as follows:

  1. Select the private dental clinic you wish to use. 
  2. Book an appointment. If you have questions about the availability of appointments, contact the clinic. Give your service voucher number when booking an appointment. You will get a treatment plan and a cost estimate for your treatment during your first appointment.
  3. Visit the clinic according to your treatment plan.
  4. Pay the client charge to the private dental clinic.
  5. Give feedback on the treatment and service you received. The dental clinic will give you further details.

How much does treatment cost?

The final price of your treatment depends on the procedures you needed. You can find examples of client charges in the table below and compare the prices to the client fees charged at the city’s own dental clinics. The client charges paid by a service voucher user do not count towards the annual payment ceiling specified in the Act on Client Charges in Healthcare and Social Welfare (734/1992, section 6 a), neither does any treatment carried out at the City of Espoo’s own dental clinics.

The treatment of a tooth refers to a filling, root canal treatment or extraction. Based on the clinic’s assessment, you may also receive preventive treatment or treatment for gum tissue diseases. The service voucher does not cover emergency services, prostheses, occlusal splints, orthodontic treatment or surgeries.

How much does the treatment cost when I use a service voucher?

The final price of your treatment depends on the procedures you need. Your need for treatment will be determined by a dentist at the private dental clinic. After the examination, you will get a cost estimate for your treatment. The client charges you pay as a service voucher user do not count towards your annual payment ceiling specified in the Act on Client Charges in Healthcare and Social Welfare. Treatment provided at the City of Espoo’s own dental clinics does not count towards your annual ceiling either. (Act on Client Charges in Healthcare and Social Welfare 734/1992, section 6 a). Kela will not reimburse you for the client charges under the Health Insurance Act. However, you may receive reimbursement for travel expenses in line with the Health Insurance Act. If you would like to inquire about the possibility of receiving basic social assistance (granted by Kela) or supplementary social assistance (granted by the City of Espoo), please contact the organisation in question. If you move out of Espoo in the middle of your treatment period, the validity of your service voucher will end on your moving date. The City of Espoo is not liable for any treatment costs after your moving date. The fee for uncancelled, missed appointments is based on the private clinic’s price list. Do I have to take the service voucher?

You do not have to take the service voucher that is offered to you. The City of Espoo will then offer you treatment at one of its own dental clinics. However, you may have to wait a little longer for your treatment.

I took the voucher but I changed my mind. What should I do?

If you do not want to use the service voucher that was given to you, inform the private dental clinic clearly that you want to discontinue your treatment. If necessary, contact the customer service of the City of Espoo dental clinics tel. 09 816 30 300. The City of Espoo will offer you treatment at one of its own dental clinics. However, you may have to wait a little longer for your treatment. Please notice, that you will have to pay the client charges for any treatment received up to that point.

In which languages is service available?

Service is available in Finnish, Swedish and English. The service voucher does not cover interpretation services and their costs.

Are the private dental clinics accessible?

Who is responsible for the quality of treatment?

The private dental clinics are committed to following the City of Espoo’s rule book (pdf in Finnish) . The City of Espoo will monitor that you receive appropriate high-quality services at the private dental clinic you have chosen. When you use a service voucher, your legal protection is based on the Act on the Status and Rights of Patients, the Patient Injuries Act and the Consumer Protection Act.

What should I do if I am not satisfied with the service?

There is a contractual relationship between you and the private dental clinic concerning your treatment. If you are unhappy with the service you have received, you should primarily contact the dental clinic in question. The clinic’s patient ombudsman will give you advice if you need it. If there is a dispute concerning the agreement between you and the clinic, you can contact the Consumer Disputes Board and ask it to resolve the matter.
